In this fact-based melodrama, Joe Fisk is a juvenile delinquent who falls in love with Lisa Taylor, a Catholic girl's school student, in an Oregon forest. A disparate group of Metro Los Angeles police officers - the rank and file - bond over their commonality of being brothers in blue despite their differences.
